Proposals to Support the Cultural Sector in Response to the COVID-19 Pandemic and the Rise of Online Distribution

This policy-oriented study builds on the research report The Impact of the COVID-19 Epidemic on the Distribution, Presentation, and Monetization of Cultural Content: Music, Film, and Theatre, which, among other things, described the digital distribution of selected types of cultural goods (music, film, and theatre) during periods of anti-epidemic measures and identified obstacles related to the digital transmission of content as well as systemic problems in the cultural sectors in the Czech Republic that the COVID-19 epidemic helped to bring to light. The aim of the policy study is, first, to present specific proposals to address structural problems in the cultural sectors revealed by the pandemic (Chapters 2 and 3), and second, to propose measures to remove barriers and address problems associated with the digital distribution of protected content (Chapters 4 and 6) and with the remuneration of artists for the online use of their works (Chapter 5). The proposals are intended for regulators (representatives of ministries and the political sphere) as well as for representatives of professional associations defending the interests of Czech artists at both the national and European levels.

CIRG – the Cultural Industries Research Group focuses on research into cultural and media industries, particularly on current issues, challenges, and conflicts arising from tensions between intellectual property law, the business models of cultural industries, the digitalization and platformization of cultural sectors, and changing consumer habits. The group’s name is an acronym of its English title, Cultural Industries Research Group. CIRG is an informal association of experts from media studies, intellectual property law, media law, media ethics, cultural economics and cultural management, sociology of culture, and data analysis. The group operates on the basis of project-based funding through applied research projects (TAČR, NAKI, EEA and Norway Grants, OP JAK Intersectoral Cooperation), basic research projects (GAČR, ZIF Bielefeld, OP VVV Excellent Research, DFG), as well as contract research (State Cinematography Fund, Association of Audiovisual Producers).
